NATIONAL OFFICIAL REGISTRY OF ENTITIES IN THE NATIONAL ECONOMY - REGON
The rules governing entries, amendments, or deletions in the REGON registry are set forth in the Act on Public Statistics (Journal of Laws of 2016, item 1068, as amended) and in the Regulation of the Council of Ministers of November 30, 2015, on the procedure and methodology for maintaining and updating the national official register of national economy entities, as well as on the templates for applications, questionnaires, and certificates (Journal of Laws of 2015, item 2009, as amended).
Detailed rules for the registration of entities as of November 8, 2014
Entrepreneurs entered into the Central Register and Information on Economic Activity (CEIDG):
As of January 1, 2012, entrepreneurs (natural persons conducting business activity) no longer submit applications for entry, modification, or deletion of data directly to the Statistical Office. Information on entities is transmitted to the REGON registry from the Central Register and Information on Economic Activity via electronic means.
The Statistical Office is required to register the received notification without delay.
An entrepreneur registered in the CEIDG may contact the Statistical Office (the REGON registry unit) directly in the following cases:
- When making an entry, changing the details covered by the entry, or removing an activity that is not subject to entry in the Central Register and Information System on Economic Activity (CEIDG) (including, among others, a medical facility operated by a healthcare entity not registered with the CEIDG, a farm, agritourism activities, and a court-appointed bailiff). The RG-OF application form must be used for the registration.
- A request for a current REGON identification number certificate must . be included.
Entities subject to entry in the National Court Register (KRS):
As of December 1, 2014, in connection with the entry into force of the provisions of the Act of June 26, 2014, amending the Act on the National Court Register and certain other acts (Journal of Laws 2014, item 1161), the procedure for updating information in the REGON register for entities subject to entry in the National Court Register has changed. An entrepreneur who is not a natural person and is entered in the Register of Entrepreneurs, as well as an entity entered in the Register of Associations, Other Social and Professional Organizations, Foundations, and Independent Public Healthcare Institutions, is not required to submit applications to the REGON register. The data necessary to update information on entities entered in the REGON register is transmitted electronically from the National Court Register (KRS) and the Central Register of Entrepreneurs (CRP KEP).
An entrepreneur or other entity entered in the National Court Register (KRS) may contact the Statistical Office (the REGON register unit) directly in the following cases:
- A request for a current REGON identification number certificate. The request requires written authorization to represent the entity,
- When registering a capital company in the process of formation (RG-OP application),
- When registering an organizational unit of a company (plant, branch) entered in the REGON register as a local unit (RG-OP form).
Kindergartens, schools, educational institutions, and other organizational units (including complexes) of the education system entered into the Education Information System:
As of August 1, 2012, entities subject to entry in the Register of Schools and Educational Institutions (RSPO), which form part of the Educational Information System (SIO) database, update their data exclusively in the SIO. This information is transmitted to the Statistical Office electronically, and based on it, entries, changes, and deletions of educational institutions are made in the REGON register.
All educational institutions entered in the REGON register as organizational units without legal personality receive a nine-digit REGON identification number.
An educational institution may directly contact the Central Statistical Office (the REGON registry unit) to request an up-to-date certificate of its REGON identification number. Such a request requires written authorization to represent the entity.
Entities subject to the obligation to be entered in the REGON register but not entered in the KRS, CEIDG, or SIO (e.g., a civil law partnership, a housing association, a fund, a university):
Registration is initiated by submitting Form RG-OP along with the accompanying documentation to the Statistical Office with jurisdiction over the entity’s registered office. The person submitting the application must have written authorization to represent the entity, as well as documents confirming the entity’s establishment, changes to the details covered by the entry, or the entity’s removal from the register. Entities not subject to registration in the CEIDG, SIO, or KRS may submit RG-OP applications to the Statistical Office in Warsaw in person, by mail to the following address: Statistical Office in Warsaw, ul. 1 Sierpnia 21, 02-134 Warsaw, or via the ePUAP electronic public administration services platform.
